Job Summary: The Executive Director, Employee Relations provides strategic leadership and operational oversight for employee relations, workplace investigations, performance management, employee engagement, conflict resolution, and culture and climate effectiveness initiatives across the College. The position promotes a respectful, equitable, inclusive, and high-performing workplace culture through proactive employee relations practices, policy development, training, coaching, and compliance with applicable employment laws and College policies.

The Executive Director serves as a trusted advisor to college leadership, supervisors, faculty, and staff on complex workplace matters, employee concerns, organizational effectiveness, and performance management strategies under the direction for the Vice President, Human Resources & Organizational Development. The role supports a positive employee experience through consultation, training, data-informed decision-making, and continuous improvement initiatives. 

Minimum Qualifications:

Bachelor's Degree in Human Resources, Business Administration, Labor Relations or related field
10 years progressive human resources or related experience
7 years in employee relations, workplace investigations, and conflict resolution.
3 years of supervisory experience

Licensing Requirements: Driver's License

Hiring Range: $84,770 - $105,000

Preferred Qualifications: Master’s in human resources, organizational development, or related area, or JD.
SHRM certification

Job Specific Task List:

  • Develop, implement, and maintain employee relations policies, procedures, and practices related to workplace complaints, investigations, documentation standards, and conflict resolution in accordance with College policies and applicable federal and state laws - (Essential)
  • Investigate and/or oversee investigations involving allegations of discrimination, harassment, retaliation, misconduct, workplace conflict, and other employee concerns. Reviews documentation, conducts interviews, evaluates findings, prepares reports, and recommends corrective or preventative actions. Maintaining confidential and legally complaint documentation - (Essential)
  • Serve as the College liaison with external agencies, including the Equal Employment Opportunity Commission (EEOC), the Pennsylvania Human Relations Commission (PHRC), legal counsel, and external investigators, as appropriate. - (Essential)
  • Provides leadership in conflict resolution and alternative dispute resolution practices, including facilitated conversations, mediation, restorative practices, and ombuds-related programming to strengthen workplace relationships and improve organizational climate. - (Essential)
  • Leads the development, implementation, and continuous improvement of the College’s performance management processes and programs for staff and administrators. - (Essential)
  • Provides consultation and coaching to supervisors and managers on employee relations concerns, workplace issues, performance management strategies and issues, progressive discipline and corrective actions, documentation, employee development, and recognition of outstanding performance. - (Essential)
  • Assists supervisors in establishing clear performance expectations and goals aligned with departmental objectives, institutional values, and strategic priorities - (Essential)
  • Oversees the administration and enhancement of performance appraisal systems and related technologies; collaborates with Human Resources staff, Information Technology, consultants, and other stakeholders to improve system functionality, reporting capabilities, and user experience. - (Essential)
  • Develops training, tools, and resources that support effective supervision, accountability, performance management, communication, and leadership effectiveness. - (Essential)
  • Leads employee engagement and recognition initiatives designed to foster morale, inclusion, retention, and a positive employee experience across the College. - (Essential)
  • Oversees planning and administrations of formal employee recognition programs and initiatives in collaboration with employee groups and campus stakeholders; evaluates program effectiveness through surveys, assessments, feedback, and data analysis, and recommends improvements to enhance employee participation and satisfaction. - (Essential)
  • Designs and implements ongoing professional learning and development programs related to employee relations, workplace culture, supervision, leadership development, civility, employee engagement, and workplace cultures. - (Essential)
  • Collects, analyzes, and reports data related to employee relations trends, employee engagement, workplace climate, training effectiveness, and service outcomes; recommends strategies for continuous improvement and enhanced customer service - (Essential)
  • Participates in Shared Governance committees and collaborative groups to review, develop, and update employee relations, performance management, and employee engagement policies and procedures. - (Essential)
  • Ensures compliance with applicable federal and state employment laws, regulations, and College policies related to employee relations and workplace conduct. - (Essential)
  • Leads special projects and strategic initiatives that support organizational effectiveness, continuous improvement, employee engagement, workplace culture, and institutional priorities - (Essential)
  • Provides leadership, direction, supervision, coaching, and evaluation of Employee Relations staff and related functional areas - (Essential)

  • Collaborates with chief labor relations officer and executive leadership in support of labor relations activities and initiatives, and oversees staff accordingly - (Essential)
