Job Summary: This position will operationalize the vision of the culture change outlined in the Title III grant in partnership with the Title III Steering Committee, HawkSOAR, and constituent groups. This position will: develop, evaluate, and report on Title III programs and activities. 

Minimum Qualifications:

Master’s degree from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.

Preferred Qualifications:

1. Demonstrated experience supporting system/organizational change.
2. Experience successfully managing a federal grant, i.e., Title III grant, TRIO, Perkins.
3. Demonstrated experience of successful development and implementation of large- scale projects (i.e., project management).
4. Comprehensive knowledge of and proficiency in data literacy, data analytics, and/or data visualization.
5. Research and assessment experience.

Job Specific Task List: (The tasks outlined below are essential elements of this position.)

  • Provide administrative oversight for the development, evaluation, and reporting of HACC’s Title III grant in accordance with guidelines established by the U.S. Department of Education, HACC, and the Pennsylvania Department of Education (PDE).
  • 2. Responsible for chairing the Title III Steering Committee in support of operationalizing the grant’s purpose and objectives.
  • Direct the work related to the development of collegewide proposals, reports, and other documents related to the administration of Title III programs; co-create and maintain the Title III Grant Policies & Procedures manual. Establish and maintain effective communication procedures to assure project congruence with institutional mission, accreditation standards, and the College’s strategic plan and HawkSOAR’s operational plan.
  • Direct the research related to grant activities such as academic advising, transfer and career advising, data literacy, analytics, and data visualization in collaboration with Title III personnel, HACC’s Institutional Research and Reporting department, and the HawkSOAR Steering Committee.
  • Work with the Grant Coordinator and HACC’s Office of Finance and Administrative Services to ensure an efficient and effective use of grant funds, maintain budget control, ensure appropriate use of funds, and oversee preparation of project fiscal reports for U.S. Department of Education.
  • Serve as a liaison among constituents of the College and other individuals or groups on matters which impact the Title III program. Keep the Grant Coordinator apprised of the status of Title III activities.
  • Responsible for submitting Annual and Mid-Year Grant Performance Reports and budget revisions when required.
  • Responsible for internal and external evaluations to assess program outcomes per Title III Grant requirements.
  • Supervise Title III grant employees including work-study employees e.g., train, schedule, evaluate, discipline and respond to grievances. Adhere to HACC’s Shared Governance Policies (SGP) and Federal regulations ensuring efficient operations of the Title III grant.
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively.
  • Prepare a wide variety of materials such as procedures, analysis, and reports for the purpose of providing recommendations about program activities, future trends and issues related to grant activities.
  • Model professional decorum and mutual respect in all personal interactions.
  • Perform other duties as assigned.
